Recreational marijuana bill passes out of committee, but details are still up in the air

SPRINGFIELD, IL (HOI) – The bill to legalize recreational marijuana in Illinois passed out of committee today, except it was blank.

Senate Bill 7 could create the Cannabis Regulation and Taxation Act. But, it currently stands as a “shell bill.” These are commonly used if lawmakers want to work on a big proposal late in the session period.

Leaders are still working to craft the proposal and Sen. Heather Steans (D-Chicago) says it should be ready for the Executive Committee by the end of April. The new language has to be attached as an amendment to the original bill.
